Troop march showing 3/2 instead of 5/5

I had this once, after an updated, and it went away.

Another update, and it happened again, and doesn't seem to go away.
A little strange, I admit I didn't have a huge time to debug, so thought I would ask here first.

The screenshot and image grabbed seem to be correct (although the top of the 5's are right on the top of the picture)
