What/Why

As an evaluator, I want to recuse myself from evaluating submissions for which I have a conflict of interest.

NOTE: the UI for this issue is blocked until #299 is done

Acceptance Criteria

  • A requirement for completion
    • Sub-requirement (optional)
    • Additional notes (optional)

Disregard the following if this work does not include any UI changes

  • WAVE screenshot
  • Automated a11y tests (axe-rspec specs)
  • Keyboard accessibility (tab navigation, form interactions)
  • Responsiveness at desktop and mobile
