Reopening a closed Assignment/Transcription Package #183

An Assignment / Transcription Package is soft closed within FreeComETT which means that it can be reopened. When it is reopened it will be in the state at which it was closed (but see issue #176).
Changes can be made to the Assignment , eg place and church etc
Changes can be made to the TP, eg name of married person etc.
CSV can be re-uploaded to FreeREG backend.
The Assignment/TP can be closed again.
There is no limit to this cycle.

Can a CSV file be changed once it has been uploaded to the FreeREG backend independently from FreeComETT?

(In FreeBMD this can happen so that when a transcription performed in FreeComETT is reopened the CSV is reloaded, and the FreeComETT data is adjusted according to any changes that have been made to the CSV file - the 'source of truth' is the CSV file).

Changes are certain to be made to CSV files outside of FreeComETT, using spreadsheets or WinREG or the online FreeREG interface itself, and these changes could be to the records or the header, even the county name and Chapman code and filename itself (this did in fact happen years ago when FR1 was moved to FR2; changes this drastic mean creating new files on the system and deleting the old ones). I don't know what would be preserved in the assignment that could be considered permanent with respect to the CSV file that was actually produced in that assignment.
