The "Tool Concept" section is now green and the "Documentation" section is blue. The other sections are gray and collapsed by default, with instructions to click and expand to complete the fields in each.

I've updated the Tool page display to match the new styles on the form. I also added right/down arrows to the fieldset headers to indicate collapsibility.
