  why: Digital democracy has become a rising star in Taiwan since the Sunflower Movement in 2014. The Taiwan Authority has imported a bunch of trendy online and offline participatory tools, as well as a couple of techies from the civil tech community into its administrative process. Yet, in no time, tool-based open washing emerged. Blulu Metrics was developed to point out the dark side of digital democracy, and to call for public awareness of open washing.
  why_tw: 自 2014 佔領立院後，數位民主風潮興起，台灣治理當局引進了許多新潮的線上與線下的參與工具，同時從公民科技社群網羅技術人才。但很快地，基於工具的洗白式開放隨之出現。為了指出暗面、激起大眾對洗白式開放的警覺，Blulu 量表就此誕生。
  purpose: The purpose of Blulu is to provide citizens with tools to think critically about open government for their own self-defense, empowering them to evaluate the gap between government statements and the real situations.
  purpose_tw: Blulu 的目的是提供思想上的防身武器，讓一般公民在開放政府的議題上，有能力判斷政府的宣稱與真實狀況是否符合。
  how: Please spare yourself one afternoon and watch the following videos and slides. Turn the content into your own knowledge with whatever learning style you prefer, and then use it in whatever way you need. Please keep in mind that Blulu is only a scaffold that helps you build your house, and is better to be removed as soon as the building is completed. The scaffold itself will also change over time. Please consume the materials, digest them, and mold Blulu into your own weapons, not to be restricted by the figures and tables here.
