Hutch-dependant shutter device for I19 #1020

Create a shutter device for the experimental shutter on I19.
The hutch shutter device already exists and should be used for this, with an additional check for the current hutch in use, so that it can only be operated by one hutch at a time.
eg. if EH1 is the hutch in use, Eh2 should not be able to control the shutter and viceversa. This is to avoid conflicts during beamtime and testing.

Acceptance Criteria

  • There's a shutter device for I19 that checks which hutch is in use before operating.
