Enhancement Description

  • Create a .devcontainer configuration that can be used both for TeamCity and for users.
  • Ensure the conda environment is persisted in a volume to prevent users having to "reinstall" the koswat dependencies everytime.
  • Ensure .git is synchronized.
  • Update (dev) documentation (check koswat contributing section
  • Ensure codespaces initializes correctly.

Use case

As a Contributor I want a quick way to set up my IDE (or else) to start developing / modifying ra2ce core.

Additional Context

Already applied in koswat https://github.com/Deltares/Koswat/tree/master/.devcontainer
