Generate a "lock" file containing the dependencies of a repo

Generating and saving a "lock" file that contains the already-calculated dependency trees of a repo would save time when populating a new Perseus install. If this file exists in the repo, the perseus update command could read it in and update the graph directly rather than parsing and analyzing the repo's go.mod at each tagged version.
