on the UX design, would think to keep as much as possible up in the menu, rather than as buttons in panes. You need I think to privilege all area you can to the combination of seeing-selecting docs from a list, and the pane presenting them, which needs by far the most area.

one thing in particular I thought needed to go to menu is language selection -- this is pretty typical, also...
