Signpost changes in topics

Background
Singpost has been in use for a couple of years and we have added a lot of options/topics to it, which made it a bit confusing to find the right information

Acceptance criteria

Scenario: update topics
GIVEN we have a current list of topics - column A
WHEN I go to the Signpost page after this update
THEN I want to see the new topics only with the new topic information - column B

Scenario: create sub topics
GIVEN I am on the Signpost page
WHEN I select a topic
THEN I can see the subtopic
AND the list of links for each on the same page
