Automate delivery of QC report for microSALT cases with Data delivery=fastq_qc

As a production user,
I want the required QC report to be automatically delivered to Caesar for cases with Data delivery=fastq_qc,
So that automated deliveries can happen.

• Is there currently a workaround for this issue? If so, what is it?
  • No. QC reports are only manually sent through Freshdesk at the moment.
• How much time would be saved by implementing this feature on a weekly basis?
  • Not applicable. The data delivery type should include this but it currently doesn't.
• How many users are affected by this issue?
  • Production and customers.
• Are customers affected by this issue?
  • Yes.

Acceptance Criteria

• For microsalt cases with Data delivery=fastq_qc, automatically send QC report to caesar
  • it should be sent to /inbox/customer/ticket
