[Pipeline integration] Ordering & and meta-data persisting

Description

It is not within the scope of this restructure the orderportal nor the order flow in cg. This is due to the fact that this process is already reasonably pain free. What is within scope are minor restructuring of the database persisting to allow different pipelines to store differing metadata.

This issue also aims to define a way of working that facilitates the communication between different parties (Bioinformaticians + FE developers, BE developers)

Acceptance criteria

• New, pipeline-specific, meta-data can be added to the database schemas without adding complexity in the code
• A form is created where the bioinformatician can, in detail, fill out which fields need to be provided by the customer in the ordering process
