As a production member,
I want to order tickets that contain only existing samples to have the status "open",
So that when the lab filters for orders to process into LIMS, using the logic in this PR, they would not need to process the ticket in Freshdesk as they do not have to open the project in LIMS.

Today one can make some assumptions by the subject name of a ticket (might start or contain "bef" for befintlig) but otherwise we have to open all orders.

All production members that either process order tickets
