Tag order tickets that contain existing sample(s) with "existing-data"

As a production member,
I want tickets that contain existing samples should be tagged with "existing-data",
So that we can create an SLA that gives us notifications if they are not delivered in an appropriate time.

Work impact

Answer the following questions:

• Is there currently a workaround for this issue? If so, what is it?
  • We have to check LIMS to see if there are samples that have not yet been delivered for a while.
• How much time would be saved by implementing this feature on a weekly basis?
  • If we can remove all else but just deliver in LIMS it would save 2-3 hours a week
• How many users are affected by this issue?
  • All prodbioinfo, but also the rest of production as we need to have better control of what things need attention or not
• Are customers affected by this issue?
  • Yes, if for some reason an analysis is not starting because of issues with the existing data they would like to be informed.

Acceptance Criteria

• When we open order tickets that contain existing sample(s) we should also add the "existing-data" tag
