We want to have a helm chart for deploying builds to our Kubernetes cluster

This chart is a work in progress commit.  It seems to deploy, but I'm still having trouble getting
the SSL certs in place inside the POD.

The helm chart is no longer part of the overlay. Instead, we have moved the helm chart to our Kubernetes project.
