Liaison mail merge not labelled well

Staff had asked for a way to get the liaison list as a mail merge so they could send out emails to everyone. It was implemented as an output format. Labelling the download button as "email" has caused some confusion as to it's purpose.

The liaison mail merge output should probably be renamed to "Mail Merge". It's probably also worth moving it somewhere else on the screen and writing some words explaining what the purpose of the button is.

Even clearer would be 'Liaison Email Address List". Mail Merge is usually terminology for creating snail mail address labels and envelopes.
