brand new fresh install of Win10 Pro, nothing is installing #3160

Describe the bug

It seems on a brand new fresh install of Windows 10 Pro, with nothing else installed except drivers and updates, WinUtil cannot install anything.

Steps to reproduce

  1. Run PowerShell as Admin
  2. launch WinUtil from command line per documentation.
  3. Select any app, but I'll use Chrome as my example.
  4. Click Install/Upgrade Selected.
  5. Background command window reads WInGet is not installed and it tries multiple ways to install and all fail.
  6. I used the Reinstall WinGet Tweak, relaunched and repeated 1-4. The window will open saying its installing Chrome but it will fail because the checksum is invalid.

Expected behavior

I expected it would work like every other time I have used it on a fresh install, WinGet would just install, I would relaunch and I could install apps.

Issue validation

  • I checked for duplicate issues. -didn't see anything the same
  • I checked for already existing discussions. -didn't see anything the same
  • I checked for an already existing pull request addressing the issue. -didn't see anything the same

Run windows update or open the Microsoft Store and go to Library/Downloads then update all. That should solve it.

The issue is that App Installer (winget) needs to be updated on fresh installs of Win10

this kind of sounds like the same issue i had with my os when i did an in place upgrade #3122
