What happened?

Hi,
When moving the mouse close to the polygon imported from the Geojson file, some time you can see other polygon that should not been there.

Reproduction steps

Just go the example : https://sandcastle.cesium.com/index.html?src=GeoJSON%2520and%2520TopoJSON.html

go close to polygon as shown on the screenshot, move your mouse, you will see

At first glance the way this flickers it seems to be a similar issue to the one we fixed in #12337. However I am able to reproduce this still in main so maybe it's something else.
@jjhembd I know you recently dug into this code for the globe obscuring things, any ideas here?
