Go back over letters and add encoding for copies and drafts as needed #239

After we (Brett and Kevin) came up with an encoding method for carbon copies and drafts (now described in the General Encoding Guidelines), at some point we need to go back through the already published letters and add this encoding for relevant letters (any letters that are a draft, copy, or a sent version for which we also know of a draft or copy).
