I've reduced the minimum enemy fleet size to 1. Ideally, the game should be "easier" if you unlock ships fast. However, the game currently ramps up the enemy fleet as fast as your fleet ramps up.
Should number of events visited be taken into account when determining the number of enemy ships? It is highly random when you get a ship, so maybe the player should have more control in acquiring ships to ensure they have enough late game.
