Create test case for when slpserve hits rate limits

The SLPDB downstream from rest was modified with rate limits. The scope of this Issue is to add unit and integration tests to rest for the case in which slpserve enforces a rate limit. Figure out what the http error code returned by slpserve is by simulating the rate limiting on a local machine.
