Why reset non-boss players' Uber Charge meter to 0 on round start?

So my server has some perks linked to LevelMod, one of them gives medics uber charge meter bonus on spawn (not round start as we have limited respawn feature for server donors as well), but since I updated to using Rewrite, the Uber Charge meter keeps resetting to 0 on round start, I later discover in gamemode.sp under a function called Gamemode_RoundStart():

I wonder is this even necessary? If it isn't, may I ask to turn this part optional, maybe with a convar so I don't have to manually comment out this code and recompile every time there is a new FF2:R release?
