Integrate Paladin Quest Incentives

Various partners incl. TokenLogic express the desire that Balancer places voting incentives on the Paladin Quest board - an alternative to HiddenHand. Main reason is the optimization of incentives for a certain vote range.

We therefore should build infrastructure to support posting incentives to these marketplaces. Paladin supports both Aura and Balancer markets, but has more flexibility in configuring so called "quests"

Idea:

• specify a Paladin incentive whitelist that would overwrite HH incentives and post there
• if a pool is in the Paladin whitelist, create Balancer and Aura quests for the most optimal parameter set
