Production build

Can someone help me understand the differences between designer and publisher here - https://learn.microsoft.com/en-us/azure/api-management/developer-portal-alternative-processes-self-host

This says that I need to compile both for the "Production" build but the other doc that allows me to publish it locally and them push to the storage account doesn't require any of that. Trying to understand the difference between the two approaches.
