Provide genesis with launch ledger based endowments

The launch ledger needs to export the "compiled" launch ledger via the genesis builder via the endowments and vesting schedules in staging runtime. This will allow the staging environment allows accurately represent the state of all launch allocations as they should be on mainnet.

The vesting schedule could probably be added in a second step, as one would probably want to reduce shelfs by a recent mainnet block height as well as reducing the overall amount of vesting on founds without or with an exceeded shelf.
