Add project key initialization to Admin QC page

1. Document all the keys that can exist for a project. Can store as a variable. When developers add a new key, it should be documented.
2. Modify the Admin Data QC function to iterate over projects (public/private current and old versions), and ensure all keys exist. If key does not exist, initialize it with an empty value.
