Yes you can.
Not found error will come when using 32 bit (i386)
Edit sources.list add repo for bionic
Next do:
Apt update
Apt install tightvncserver & Voila!
Uncomment (add #) to bionic repos.
Next do apt update again.
Its working just tried it.
