rtc2color.py has a teal option, which should be used when
the volume to simple scattering ratio is larger than expected for typical vegetation, such as in glaciated areas or some forest types
according to the documentation. However, we are always using:
teal=True for RGB Decomp.
teal=False for RTC GAMMA, RTC SNAP, or Geocode Only
We should instead calculate the volume to simple scattering ratio, define a threshold, and use teal when needed. This would eliminate the need for the teal option entirely.
