pm grant permission error

Describe the issue
Some workloads do not work since they try to grant wrong permissions.
Chrome, youtube, googlephotos are examples.

I'm running on pixel 6 pro with stock android 13.
I attached screenshots.

This error might be due to change of permission system since Android N.

Thanks for reporting this and apologies for the late response.

IIUC from your provided link it appears that it is now intended to no longer be changeable as they are "not a "dangerous" protection level permission". Are you able to try ignoring setting the problematic permissions and confirm whether the workloads are able to run as expected?
