Instead of using GitHubs smaller runners, attempt to build and push docker images using the Nirin runner, using jobs.<job_name>.runs-on: [self-hosted, linux, x64].

This is less of a priority now. Will revisit after deployment workflow stuff - one thing to consider is, will we use the Nirin runner for the CI stuff? Or just the CD stuff? CI stuff seems to be the most taxing.
