Current implementation for plugin manager is stupidly buggy. Rewrite is absolutely needed. Currently, if a plugin have a listener, reloading will come with a load of issues. Might as well refer to https://github.com/Cog-Creators/Red-DiscordBot/blob/23023da09cf3de6a3fca5c99a1946b683d803a31/redbot/core/core_commands.py#L119 for some ideas on how to do it. Worst case, we migrate our bot to GPL v3.0.
