I think it could be a great idea to upload the instances of police brutality being aggregated here to said site, though I'm not sure the best path forward in doing so.

The agency seems to specify "If you witness or have witnessed unlawful violent actions". I assume this is being used in the legal sense in that they could be called on for trail or deposition. We are then not witnesses, it would be the person who filmed, photographed, or otherwise was there when the incident occurred.
I believe this project can act as a resource to prosecution, but this doesn't seem like the avenue for it. The best approach may be once we have hit a determined milestone we submit a letter to agencies we may think would find the archive useful.
