Replace Council with Dandelion Voting and Toll Gate

Is your feature request related to a problem? Please describe.
Unlike the Aragon Fundraising template, the Gardens template won't require a separate council to control funds or serve as a filter. Instead it will use Dandelion Voting and Toll Gate.

Describe the solution you'd like

• Remove Token Manager (Council)
• Remove Voting App (Council)
• Replace Voting App (Token) with Dandelion Voting (Token)
• Assign Dandelion Voting ACL Oracle to Open Sell Orders permission (requires Update Buy and Sell functions to authP marketplace-app#2 )
• Add Toll Gate and assign to Create Votes permission on Dandelion Voting (Token)

Describe alternatives you've considered
We could use time lock instead of tollgate to prevent the dandelion voting app from being spammed, but tollgate is a bit simpler. In either case that particular piece will be replaced by #6 when possible.
